was established in 1992. Being among the first pilot supervision enterprises established in Dalian, it is also one of the public supervision enterprises which were founded earliest and have gained the largest scale along with the highest qualification. In May 1997, it was verified and approved as Class-A Supervision Unit by the State Ministry of Construction.

For all these 8 years since its establishment, the company has undertaken the supervision on 156 projects with building area of 1.8 million m2 and construction cost of RMB 16 billion Yuan. The supervision works we have carried out on Dalian World Trade Center, Yuanyang Building, Lianhe Building, Office Building of Dalian Municipal Party Committee, Parkland Shopping Center and other larger-scale public construction projects have gained us high fame as well as good social prestige in the construction supervision market in Dalian. These have all become monumental works in front of Dalian people one after another. The residential quarters that we have undertaken supervision on such as Fengyuan Country Villa, Fengyuan Country Villa with Sea-view, Taohuayuan Residential Quarter, Mingdi 2000 Villa, Minggui Country Villa, Qinghuayuan Villa and Jianlongyuan Villa have all gained notable achievement and great praises from relevant authorities of provincial and municipal level as well as from the owners.
On the whole, the company has obtained the ability of supervising projects with characteristics like "Tall, large, fine, pioneering and new ". And it is striving to develop itself to be able to do the supervision on large-scale public buildings of high-rise steel structure as well as the intellectualized ones of 5A.

  In May 1997, it was verified and approved as Class-A Supervision Unit by the State Ministry of Construction. On 22nd August 2000 it was transformed into a limited liabilities company and applied for official registration in dalian Municipal Administrative Bureau for Industry and Commerce. It is an independent corporate and market competition entity under independent management, responsibility system for its own profit and loss, with characteristics of self-restraint and self-development.

  The company is a knowledge-intensive, technical-service and intellectualized management enterprise. With strong technical force, complete organizational structure and perfect management system, the enterprise can carry out independently large-scale public construction projects, large-scale civil engineering projects, large-scale industrial construction projects and their mating construction and supervision business of building equipment installation projects, and super-class construction decoration projects. The enterprise can also provide the owners with the process engineering & technical consulting service and construction supervision service from project's proposal, feasibility study, design, and construction to the guarantee stage. The company has established the quality operation system, set up the quality principle of "Careful organization, scientific management, quality service and owner's satisfaction" to seek prestige through quality and development through service. As a result, it was awarded the Certificate of International Standard ISO9002 Quality System on 10th August 2000. Therefore, the expectations and requirements from the owners are further satisfied and the market competitive ability of the enterprise has been enhanced as well. The company at present is a vice-secretariat unit of Liaoning Provincial Supervision Association, a council member of Dalian Municipal Supervision Association, which have enabled the company to be listed among the "Famous Enterprises in Dalian City ".
  The company has an inter-mating reasonable-structured professional technical staff with high cultural qualification and abundant experiences on construction organization and quality management. There are 98 various professionals, taking 84% of the total staff and members. Among them 23 have senior titles and 49 have intermediate titles, 79 people have educational background of above junior college level, and the average age of the staff and members is 42. The company and its affiliated Project Supervision Department are equipped with computers, printers, duplicating machines, video cameras, cameras and other high-efficient office facilities.
